地震や強風時の揺れに対し、いかに安心・安全な建物とするかさまざまに試みた結果、中央部に設けた鉄筋コンクリート造の円筒（＝心柱*）と外周部の鉄骨造の塔体を構造的に分離し、中央部の心柱上部を「重り」として機能させた、新しい制振システムを用いています。
原理としては「質量付加機構*」という現代の制振技術を応用したもので、大地震時に40%程度の応答せん断力を低減することができます。
一方、日本の伝統的な塔である「五重塔*」は、これまでに地震による倒壊例がなく、その秘密は、同じく建物中央の柱＝心柱にあると推察されています。
634mという塔を現代の技術でつくろうと試みた結果、いわば、現代の最新技術と伝統的構法が出会ったわけです。そこで、今回の制振システムを五重塔になぞらえて、「心柱制振」と呼んでいます。
質量付加機構：
地震時などに、構造物本体とタイミングがずれて振動する付加質量（＝重り）を加えることで、本体と重りの揺れを相殺させて、構造物全体の揺れを抑制する制振システムです。 付加質量には、通常、鋼塊やコンクリート塊が用いられますが、質量の大きい設備機器や畜熱槽等を質量に利用する例もあります。今回のように、心柱＝階段室を付加質量に用いた例は世界初です。

五重塔：
日本独自の木造建築物です。台風や火事による倒壊はあるものの、地震による倒壊の記録は残っておらず、耐震性に優れた建物といわれています。高い耐震性の理由にはさまざまな説がありますが、「心柱」が大きな役割を果たしていると考えられています。
心柱：
本来は五重塔など仏塔の中央部に建てた柱のことです。東京スカイツリーにおいては、同じく中央部に建てられる円筒部（鉄筋コンクリート造、内部は階段室）を指します。
